l In the BC Code, there are three lists of materials, i.e., the list of bulk materials which may liquefy (Appendix A), the list of bulk materials possessing chemical hazards (Appendix B) and the list of bulk materials which are neither liable to liquefy nor to possess chemical hazards (Appendix C). In Appendices B and C, there are descriptions of the "properties, observations and special requirements".
On the other hand, Appendix A does not have any specific column for describing such precautions for each material. Therefore, when a special precaution is required for a material which may liquefy, such precaution has to be included in the main sentences of this Appendix. Form the view point of readability, Appendix A should be amended so as to include such a column.
2 In Appendix A some materials are represented with various names for one material. For practical use, it is useful in the sense that it covers materials exhaustively. However, some names on the list are not suitable to express the properties of a material which may liquefy.
For example. BLE,NDE is a synonym of ZINC SULPHIDE (blende) and the major raw material of ZINC CONCEN TRATE Therefore "BL.ENDE" is not a suitable name for a material which may liquefy It is recommended that "ZINC CONCENTRATE" be used as the shipping name. Similarly "COPPER CONCENTRATE" is recommended to be used in regard to "CHALCO PYRITE".
Furthermore, it is better to define a proper shipping name for the cargo declaration form of each material. Then confusion related to the names of materials can be avoided by using the proper shipping name for the cargo declaration form.
3 For the reasons stated above. Japan proposes to amend Appendix A of the BC Code. A new draft of the Appendix is attached as the annex The draft Appendix A has columns for describing "properties, observations and special requirements" and for proper shipping name for the cargo declaration form.
Action requested of the Sub-Committee
4 The Sub-Committee is invited to take note of the opinion and take action as it deems appropriate, especially:
l recognize the inadequacies of the current Appendix A; and
2 amend Appendix A based on the annex of our proposal.
